About chartering

In 2003 the Maryland State General Assembly passed the State's charter law. At its core, the law hopes to:

  • Expand public school choices
  • Use innovation as a tool for improving student performance

Charter schools in Maryland are subject to:

  • All state and local policies, including student testing, teacher certification and evaluation and student discipline codes
  • Local collective bargaining agreements as all charter school teaching staff are unionized employees of the local school district and not the charter operator.
  • Approval and review by the local school board, which is the only authorizing agency

The law creates a unique environment in Maryland because charter schools are deeply imbedded within the local public school system. There are some instances in which charter schools are allowed waivers from policies - extended school day is one such example.
